N.C. Commerce Department lands federal grant to support job-training efforts
The Triangle Business Journal reports that The North Carolina Commerce Department has received a $5.25 million federal grant that will aid a statewide effort to match job seekers with employers in high-demand occupations. As part of its new NCWorks Certified Career Pathways program, Commerce Department has local and regional teams spread across the state that meet with employers to find out what they’re looking for when they make a new hire.

Search for new Community College President begins
The Chairman of the State Board of Community Colleges, Dr. Linwood Powell appointed the committee tasked with managing the search for a new president of the North Carolina Community College System. The committee was appointed during the State Board’s regularly monthly meeting held today in Raleigh following the announcement yesterday that current System President, Dr. Scott Ralls, will be leaving in September to become the President of Northern Virginia Community College.
Dr. Powell appointed Clyde Higgs of Kannapolis as chair of the committee. Other members are Wade Bryan “Bobby” Irwin, Jr. of Sparta, Jimmie Ford of Goldsboro, Janet K. Lowder of Albemarle, Edward Lynn Raye of Wingate, Dr. Darrell Saunders of Archdale, Scott Shook of Greenville, and Jerry Vaughn of Charlotte. Dr. Powell of Fayetteville will also serve on the committee. Dr. Garrett Hinshaw, President of Catawba Valley Community College and President of the N.C. Association of Community College Presidents

March 2nd NCWorks Commission Recap
The NCWorks Commission meeting was held on March 2nd, a postponement from the original February date.
Will Collins, Executive Director for NCWorks gave an update to what is happening with NCWorks around the state. We spoke briefly of the success of the 1000/100 initiative and that Tammy Childers with Eastern Carolina WDB would give a presentation on the success. He also mentioned that a new Senate Workforce Committee had been formed within the General Assembly and that he and his staff would be meeting with them this week to give them an overview of Workforce Development.
Dr. Scott Ralls, President of the NC Community College System, and Dr. June Akinson, State Superintendent, N.C. Department of Public Instruction, both gave an update to happenings around the state.

WIOA Draft Regulations Delayed Until Spring 2015
On January 5, the Departments of Labor (DOL) and Education (ED) announced that draft implementation regulations for the Workforce Innovation and Opportunity Act (WIOA) will be released in Spring 2015. The draft regulations were initially set to be released on January 18.
WIOA statutorily requires DOL and ED to issue implementation regulations 180 days after the law’s July 22, 2014 enactment. By statute, the final regulations must be in place by January 22, 2016 – 18 months after enactment. The January 5 notice indicates that the final rules will be published in early 2016, though a specific date is not given.
The agencies plan to publish five Notices of Proposed Rulemaking (NPRM) in the spring – covering jointly administered activities (including state plans, performance and the one-stop system); DOL provisions of Titles I and III; DOL and ED provisions of Title II; and DOL and ED provisions of Title IV. John Skvarla, head of the N.C. Department of Environment and Natural Resource, is moving over to the state Commerce Department, replacing Secretary Sharon Decker, who resigned on Tuesday, Dec. 2nd.
