Disaster Recovery Employment Program

The High Country Workforce Development Board has funds from the NC Department of Commerce Division of Workforce Solutions to create temporary labor or humanitarian employment positions to public or non-profit entities within its seven-county region of Alleghany, Ashe, Avery, Mitchell, Watauga, Wilkes, and Yancey counties as as result of Hurricane Helene.

These positions will allow individuals to assist with recovery efforts at no cost to the employer for 12 months or up to 2,080 hours, whichever is longer.  Individuals participating in the program are screened by NCWorks Career Center staff to ensure they meet basic program eligibility requirements; however, you retain the ability to interview and approve any participant placed at your location.  Worksite agreements will need to be completed with your local NCWorks Career Center, and you provide supervision to the participant(s) during the time they are employed at your worksite.

We only need the following information to get started:

  1. Job Title(s)
  2. Detailed job description (must be disaster-related)
  3. The number of individuals needed for each job title/description

If you are unemployed as a direct result of a federally declared disaster, you may be eligible for Disaster Unemployment Assistance (DUA).

DUA is a federal program that provides temporary payments for people who, as a direct result of a disaster, meet one of the following conditions:

  • No longer have the job that provided your primary source of income;
  • Are unable to reach your place of employment;
  • Cannot work because of an injury caused by the storm;
  • Were unable to begin employment or self-employment due to the storm; or
  • Have become the major supplier of household income due to a storm-related death of the previous major supplier of household income.

The NC Division of Employment Security (DES) will review your eligibility for benefits. You may be asked to provide proof that you meet one of these conditions.
